This prototype is documented on Hidden Palace.
The sticker placed onto the disc contains a truncated build label, which reads PROST_wii_INT_2007_10_02_, which makes this a debug-enabled Wii build.
This build takes a very long time (around 20 minutes!) to boot due to it looking for Juice debug server. This can be patched out by using this Gecko cheat code:

Converting it to a retail-signed build with rvthtool results in the build hanging since the executables require developer hardware.
