Unused Music

I'm fairly sure that three of these four songs (22, 25, and 26) are actually used in the game.

When you do a Smash Meteor Attack (Forward + R2 to start, then a trickily-timed Square + Triangle, Circle + Triangle, or Triangle + Cross as it ends to continue), the music changes from the normal stage music to specific Smash Meteor songs, and I'm pretty sure these three are all among them.

I think which song it changes to depends on the character.

Then again, it's entirely possible that very similar versions are what's used, and just these specific versions are not, in which case, the article is correct.
