The executable of the ongoing mobile version of the game mentions a developer cheat console. Its welcome message is "Welcome to the Cars Cheat Console!".

This is likely a note from the developers to indicate DLC 0 replaced the current data.
DLC1/2_Spaceholder_ReadMe.txt
A note likely from a developer computer/SVN repo saying why files were cut from the packs, buildings_night_1 and decorations_night_2. The text file says:
At the end of Update 3 we discovered we needed our App to be less than 80 MB with 64-bit instead of the 90 MB we were expecting. HQ has decided to allow Cars to go over the limit for Update 3. So in order for us to not generate bugs this late in the update we are uploading "empty" pack #1 and pack #2 with this text file in it. It is strickly placeholder so we have a small pack #1 and #2.
