Top Rider is designed to be used with a special motorbike controller, with standard controllers only being able to select menu items.
However...
Disable Motorbike Controller
Press A, B, Right, Down, Left, Up, Right, B, A on Controller 2 at the title screen. The game will start immediately, and the bike can now be played with a normal controller.
