Unused Cutscene

I found this unused cutscene on YouTube, and I was wondering if anybody can verify whether or not it's real? I can't find any other references to it from other sites, but I'm not sure if anybody has dug into the game very deeply in the first place. Unplayable and Unused (?) Characters

I poked around the US version of the game a little and found the character RAM values for the "boss" characters:

03001634:XX = Character Select (P1)   (03001635, "36, or "37 for P2-P4)
         0A = Super Emerl
         0B = E-121 Phi (No Moveset)  (also 0C-10)
         11 = Guard Robo                 (also 12)
         13 = Eggman

I'm not sure, but I think the Phi characters might be unused. All of them use the default "no move" movesets that Emerl starts with. Also, the Phi attempt to load "clone character" palettes when multiple are selected, but they don't appear to have any proper clone character palettes. Eggman, on the other hand, seems hardcoded not to be "cloned". Setting all four values to 13 just spawns four Eggmans. He also doesn't use the next thing I found.

03001638:XX = Is character Phi? (P1)   (03001639, "3A, or "3B for P2-P4)
         00 = No
         01 = Yes

In Story Mode, this turns the character into a grey Phi. I never knew that. In Battle Mode, the game loads special Emerl palettes with color-coded eyes for clone characters instead of the Phi one. Didn't look into how to activate these in other modes. Incidentally, there's never a situation where Player 1 would ever be a Phi, so that's unused. Also,
