(All of the below inputs use Controller 2.)
During gameplay, hold L + R + A for at least 3 seconds. Release the buttons, then press A. If done correctly, a two-digit number will appear on the left side of the screen. Press L/R to change the music/sound effect number, and A to play the currently selected one.
