Ranma ½: Chounai Gekitou Hen is the first fighting game based on Rumiko Takahashi's seminal manga and anime series, hailing from the early, janky days of the genre where developers were still figuring out how to clone Capcom's successful formula. Despite the manga being very popular in the west at the time, Irem chose to give the game a ridiculous ultra-American reskin and release it as Street Combat over there due to VIZ giving the license there to DTMC. Thankfully, its sequel didn't have to deal with such localization nonsense.

Debug Menu
Highlight "2PLAYERS", then hold L + R and press Start. Surprisingly, this is the only way to select different characters since NCS didn't bother to make a normal character select screen.
