The game referenced is Psycho Fox for the Master System. Uncle Art refers to David Lowe, a prolific music arranger for home computers.

For context, Uncle Art's distinctive style for the Amiga included low fidelity looped samples that often clashed with the high quality drum samples that drowned out the rest of the music. This is in contrast to his usage of pre-recorded intro songs, which worsened the musical clash for some of his games including Sega conversions.
