A prototype of the Dreamcast Vigilante 8: 2nd Offense was released by Hidden Palace in September 2021. The build is dated August 4, 1999, four months before the US final.

Hmmm...
To do:
Hidden Palace's writeup has a bunch of differences not listed here.

Graphical Differences

  • Chassey Blue and Nina Loco have a pose not seen in the final game.
  • Dave's Cultsmen use Sheila's portrait as a placeholder.

Name Differences

Several cars have different names:

Driver Proto Final
Sheila Wunderwagon Wonderwagon
Dave's Cultsmen Caravelle RV Xanadu RV
Dallas 13 Corsair Palomino XIII
Astronaut Bob O Lunar Explorer Moon Trekker
Dusty Earth Frontier 4WD Wapiti 4WD

Level Differences

Hmmm...
To do:
Note the changes from the prototype tracks to the final versions.

The Select Location screen has Texas: Oilfields and Wisconsin: Nuclear Power Plant as selectable levels.

The final game does not have levels in either state, with the tracks relocated to Alaska (which does not have a track in this build) and Minnesota respectively.

Pennsylvania: Steel Mill

  • The prototype has little bridges on the train tracks that the player can drive underneath and through.

Utah: Winter Olympics

  • The hotel is completely different. The winner's podium is at the left of the hotel, and the A-frame houses are also different.
  • The ski lodge is also different.

California; Harbor Level

  • An extra building was added, similar to the one on one side of the map, as it appears opposite. There is also a few small tanks next to it. These small tanks are also in another part of the map.
  • The center area has shipping crates as well.
  • There was a tank on top of the Port of Los Angeles building.

Arizona: Route 66

Much less complete.

  • The observatory is completely black.
  • Many of the buildings are missing.
  • The donut shop is in a different spot.

Wisconsin: Nuclear Power Plant

  • The transformers outside resemble the ones found in the Hoover Dam level in the first game. They also don't gravitate the player toward them when active.
  • One of the entrances into the plant is through the water with a bridge over it.

Texas: Oilfields

  • Automatically ends when the player starts.
