The car and its weaponry use an early design that is nothing like in the final. There is no rotating turret on the top of the car and it only appears to be able to shoot straight ahead. The level design and graphics are also completely different from final.

The design of the car and of its projectiles are reminiscent of the design from the Sunsoft Dev Disk, but different.

Winter CES 1990

A video preview of the game. This preview is dated an entire year before the release of the game in Japan and a year and a half before the US release and shows the game is an advanced state close to final. Indeed, the start of the game is identical to the final release except for the player having a bigger life bar in the preview.

Using the Spy Hunter license for the US release had already been decided at that point.

Upon starting the game, a map screen appears. A man at the bottom of the screen is about to say something. This was entirely cut for the final release.
