Unseen Enemy Names
The unique versions of Moloch and Belphegor used for the Shadow Hashisato and Shadow Nejima respectively have name entries in the Persona name table that cannot be seen normally as they are unable to be recruited by the player. What stands out about this is that the corresponding Persona table entries for the other bosses are either taken by Personas that are only obtainable through fusions, DLC or are character-specific, or otherwise unused RESERVE entries.
Ex-Moloch Ex-Belphegor
The following enemy names correspond to used Persona. However, these Personas cannot be encountered as enemies in-game, leaving these unique names unused.

07D | Killer Teddy Bear | Bugs | The version of this enemy the player fights in-game
is named Shadow Mogami and has a separate hex ID. |
Unseen Skill Names
While these skills aren't unused, the names of the skills used for when a teammate performs a follow-up attack cannot be seen during normal gameplay. While they mostly refer to their weapons, Morgana's skill is named "Follow Claw", implying at some point he was meant to use claw weapons, similar to Teddie from Persona 4, instead of scimitars.
Follow Crush Follow Claw Follow Whip Follow Sword Follow Knuckle Follow Axe Follow Saber
Likewise, whenever an item is used, it will call a unique skill to activate its effect. These skills have names and descriptions that cannot be seen normally.

Several enemy-exclusive skills have descriptions which obviously cannot be seen under normal circumstances.
High chance of Mouse to one foe.
The description for the skill Trapped Rat, used by the Mot enemies in Futaba's Palace and Mementos.
Full HP recovery to all allies. HP of caster is reduced to 1.
The description for the skill Recamdra, used by the Corporobo enemies in Okumura's Palace.

Unused Shadow Negotiation Dialogue
Akechi's Palace
The negotiation dialogues for the shadows have lines referring to "Master Akechi" and "Lord Akechi". These lines are labelled TalkMsg_CONTACT_17 and D07, putting them between the shadow negotiation lines for Sae Niijima and Shido, and seem to imply that Goro Akechi was meant to have a palace at some point in development. Indeed, the palace assets skip a number between Niijima and Shido, going from 57 to 59, instead of 57 to 58. One of the battle scripts in the game adds further credence to this, as it lists Akechi alongside the main Palace bosses. Aside from a single ENV file, any other assets relating to this palace appear to have been deleted or overwritten by those used for Shido's Palace.
The inconsistency with Akechi's title appear to be the result of a mistranslation.

TalkMsg_CONTACT_17 Hahaha! Some skulkin' thief ain't ever gonna take down Master Akechi. TalkMsg_ED_bye_D07_01 Hmph. Don't matter how strong you think you are... You ain't gonna be a match for Master Akechi. TalkMsg_ED_bye_D07_02 Heh, you think that power's gonna hold up against Master Akechi? TalkMsg_ED_bye_D07_03 I'll tell you now, Master Akechi's way stronger than you shits. TalkMsg_CONTACT_17_1 Wait! Stop! I'm gonna tell Master Akechi! TalkMsg_CONTACT_17_2 Just help me! I swear I ain't gonna tell Master Akechi... TalkMsg_CONTACT_17_3 Wait...! I'll give you anything!
talk_02youngmen
TalkMsg_CONTACT_17 Do you understand the futility of your efforts? No one can rival Master Akechi. TalkMsg_ED_bye_D07_01 In the very end, you're simply no match for Master Akechi. TalkMsg_ED_bye_D07_02 If you have that kind of power, perhaps you are a real threat to Master Akechi... TalkMsg_ED_bye_D07_03 I hope you're aware that Master Akechi's power dwarfs my own... TalkMsg_CONTACT_17_1 ...W-Wait! Before you shoot, state your demands. That's BEFORE you shoot! TalkMsg_CONTACT_17_2 C-Calm down! I won't say a word to Lord Akechi... TalkMsg_CONTACT_17_3 ...Wait! What do you want? I'll give you anything but my life.
talk_03priest
TalkMsg_CONTACT_17 Fool! Don't you dare defy Master Akechi from your lowly station. TalkMsg_ED_bye_D07_01 Prepare yourself for Master Akechi's judgment of your folly. TalkMsg_ED_bye_D07_02 Hah... Do you think your power will truly be a match against Master Akechi? TalkMsg_ED_bye_D07_03 Allow me to warn you: Master Akechi is not as lenient as I. TalkMsg_CONTACT_17_1 Wait! I will inform Master Akechi! TalkMsg_CONTACT_17_2 ...Stay your hand! If you attack, you will reveal yourself to Master Akechi! TalkMsg_CONTACT_17_3 ...Help me! I will do anything...
talk_04oyaji
TalkMsg_CONTACT_17 Look, sonny... Master Akechi is a much bigger deal than I am. TalkMsg_ED_bye_D07_01 Yer just a kid, so actin' rash is usually fine, but you better behave in front of Master Akechi. TalkMsg_ED_bye_D07_02 Hmph... You really think you'd actually stand a chance against Master Akechi? TalkMsg_ED_bye_D07_03 I'm tellin' you, Master Akechi's not the kinda guy you wanna mess with. talk_05majo
TalkMsg_CONTACT_17 You're just a helpless kid compared to Lord Akechi. TalkMsg_ED_bye_D07_01 You know, maybe I'll take you more seriously if you can actually defeat Master Akechi. TalkMsg_ED_bye_D07_02 If that's the best you can do, then you should forget about taking on Master Akechi. TalkMsg_ED_bye_D07_03 Just thought I'd let you know that Master Akechi... Well, he's pretty incredible. TalkMsg_CONTACT_17_1 All right. I wasn't going to ask you this, but just what do you plan to do? TalkMsg_CONTACT_17_2 ...Look, I'm asking you for your help. Please, I won't say a word to Lord Akechi. TalkMsg_CONTACT_17_3 Wait a minute! You don't really have to kill me, do you?
talk_06lady
TalkMsg_CONTACT_17 Flee while you still can! Ahahaha! It is futile to oppose Lord Akechi! TalkMsg_ED_bye_D07_01 You would do well to tread carefully. Lord Akechi is a man possessed of immense desire. TalkMsg_ED_bye_D07_02 Hmph... I wonder if your power would even pose a threat to Lord Akechi... TalkMsg_ED_bye_D07_03 It's fair that I tell you that you're mistaken if you think you can oppose Lord Akechi. TalkMsg_CONTACT_17_1 Y-You... What are you doing here, sneaking around in here!? TalkMsg_CONTACT_17_2 Please don't shoot! I promise I won't say a thing to Lord Akechi! TalkMsg_CONTACT_17_3 ...S-Someone help! What do you want from me?

TalkMsg_ED_bye_D07_02 Oh yeah, I should tell you... You'll never beat Lord Akechi. TalkMsg_ED_bye_D07_03 Oh, hey. You should know that you still haven't seen Lord Akechi's true strength. TalkMsg_CONTACT_17_1 ...W-Wait! I don't want to die yet! TalkMsg_CONTACT_17_2 Please save me! I won't tell Lord Akechi... TalkMsg_CONTACT_17_3 Ugh, I'm really sorry. Geez... TalkMsg_ED_bye_D07_01 Do your best, child, but you should know you won't last long against Lord Akechi. TalkMsg_ED_bye_D07_02 ...There's no way someone like you could stand up to Lord Akechi, child. TalkMsg_ED_bye_D07_03 I'll tell you this, dearie... You haven't seen how strong Lord Akechi really is. TalkMsg_CONTACT_17_1 I give up... *sob* Lord Akechiii... TalkMsg_CONTACT_17_2 Help me, child. I won't tell Lord Akechi. TalkMsg_CONTACT_17_3 ...Please forgive me, dearie. I'll do anything.

Oddly, Jack Frost's unique speech quirk isn't applied to Akechi's name. Despite still being unused, this was actually fixed in Royal
TalkMsg_CONTACT_17 Hee-ho! What a laugh! Lord Akechi is the strongest, ho! TalkMsg_ED_bye_D07_01 Fight as hard as you want. You'll never defeat Lord Akechi, ho! TalkMsg_ED_bye_D07_02 I'm sorry, Lord Akechi! As for you, I'm not going to forget this, ho! TalkMsg_ED_bye_D07_03 Hee-hey, you. You might think you're tough, but you're no match for Lord Akechi, ho. Jack Frost Lines
No enemies that use the Jack Frost speech type appear in Futaba's Palace, rendering these lines unused.

Kamoshida's Palace Event Battle
This dialogue is tied to an unused enemy formation intended to have been encountered in the dungeon area of Kamoshida's Palace, and may have some relation to another unused event intended for the dungeon area. Ann uses her regular outfit portrait for this cutscene, and the enemy formation that uses this cutscene is located before the enemy formation for Ann's awakening battle, implying that she would have followed Joker, Ryuji and Morgana in the Metaverse before awakening her Persona instead of being captured as is the case in the final.

Dialogue intended for a Bullet Hail/All-Out Attack tutorial. This dialogue implies that Bullet Hail was originally a regular battle mechanic, instead of a confidant bonus. There is a tutorial in the final game when Bullet Hail activates for the first time, but it is different to the one here.

By successfully ambushing an enemy, you will be able to perform a preemptive gun attack, called Bullet Hail. Mashing or holding the X button, during this may topple enemies regardless of their elemental affinities. | If you execute a surprise attack on an enemy, you may begin battle with your guns drawn. This is called Bullet Hail. If such a situation arises, hold or rapidly press the X button to perform a one-sided preemptive attack. This will not consume ammunition. |
