Anonymous Reddit user leaked a bunch of Hotline Miami 2 sprites from Dennis Wedin's Dropbox account on the game's subreddit on November 15th, 2016. There are many interesting sprites, some of which may look like developers wanted to add them in the game, but they either forgot to do it (because of development maintained by just two people), didn't find a use for them, or scrapped them.

Sprites
Cloak
Sprites for a character named Cloak, possibly made just for fun by Dennis Wedin, but it's strange that there are sprites for walking and attacking animation. Dennis Wedin made a similar character named Billy the Kid and uploaded it to his Instagram.
Cing
Cing is possibly another character made for fun. He has walking animation sprite, but only the first frame is done, the rest is Gang enemy with a pipe.
ControlEnemy
Enemies made for control settings menu. Only execution sprites were made.
Cowboy sprites
Various cowboy sprites, including car sprites.
Payday 2 Masks Sprites
Face sprites for Dallas and Hoxton masks from Payday 2. You can clearly see the sprites are unfinished.
sprEveryone
A huge spritesheet of face sprites. Though the filename is "sprEveryone", there are many other characters missing.

Fire Men
These are most likely scrapped NPCs in an early stage of development, because Fire Man 1 looks similar to The Dad. Fire Man 2 is a fat man from The Moviecrew, maybe they were going to make an appearance in Pig Butcher's scenes.
Gang sprites
Various Gang sprites. On sprGangWalkHostage, Gang enemy has Guard taken hostage, it's possible Gang enemies were going to appear on levels with Guards.

This spritesheet possibly was made to show off the new game's cast.
This spritesheet was made early in development, considering some characters have different designs.
- Gang enemies were going to have dogs of a different breed.
- Soldiers were going to have vests and no helmets on.
- Colombians were going to have a shading on their eyes.
- There was going to be two more male victims in Midnight Animal, a fat black man, and a fat man in a jacket similar to Corey's. All female victims go unused except one in underwear. Fun fact: fat black man makes appearance in-game, but in a role of DJ during Martin Brown's interview, making black man from The Moviecrew unused.
- Tony was going to have no blood on his mask.
- Alex and Ash were going to have duck masks instead of swans.
- Mark was going to have an alternative, white bear mask.
- Fan's van was going to be tagged entirely in green paint.
- The Son was going to have brown hair, black gloves, and a robber mask in a style of US flag.
- The Writer was going to have a blue jacket.
- The Cop was going to have a mustache.

Hawaii War sprites
Apparently WarPhotographer was going to be included in the dialogue. Soldiers were going to have shotguns, but that idea was scrapped for some reason.
River City Ransom: Underground sprites

For some reason, there are sprites from River City Ransom: Underground. The game was released on February 28th, 2017, 3 months after the sprites leak, it's possible that developers sent out the sprites to Dennis to create his own cameo for the game, considering the first two sprites are called sprRiverCityDennis. There are two masked NPCs that show up in the background in Oak Hill Dojo, referencing Hotline Miami.

Apocalypse sprites
LSD demon mobster with a shotgun. Only the first frame was done.

You can notice early versions are more choppy, and Zebra has no red eyes on the outline version.
Tiger has no blood on his hands when he catches the player. There's legs walking animation, even though in the final game body and legs are merged into one walking animation.

NPCs. Their roles are unknown but it appears they would participate in some gun shooting scene. The first two NPCs have death sprites for a shot kill and a melee kill, meaning the Player could have chosen to kill these NPCs with a fire weapon or a melee weapon. Fat guy's face sprite (sprFaceNPC1) is present in game files.
Fans sprites
Corey was supposed to get shotgun flip animation, similar to Pardo's, but this idea was cut. Apparently Alex and Ash were going to have different gameplay style, but they changed it and some early animations were cut even before being finished.
A unique Fans van with motorcycle. It says "50 BLESSINGS" on the back. The sprite is named sprFansVanDream, maybe there was dream sequence planned for The Fans?
Evan Wright sprites
Cut animation of Evan stretching his arms after typing on keyboard (named sprWriterTypeEnd). There are cut executions for Bat and Club, made for Rage mode Evan while wearing the jacket, Rage mode Evan was remade later on and now he takes off jacket when going rage mode.

Cut face animation for Son. It's similar to Angry face variant, but has different mouth animation.

NPCs from Down Under outro. It says "DEVOLVER THE END" on top left, no idea what this means. These NPCs may have been created after people from Devolver Digital.
Henchman's Wife
Henchman's wife with suitcases. It's possible that Henchman's wife could have appeared in his dream sequence, since it's named sprHenchGirlDream.
Cut HM1 sprites and leftover sprites
Waiter is never unarmed and can't be knocked down. Jacket's UZI animation is choppy.
Cut UI sprites
sprEditorHandPoint and sprEditorHandGrab were going to be used for Level Editor. Other sprites' purposes are unknown.

In the final game Victim4 is standing by the wall and can't walk.
