dlexpl_ch.txt is in Japanese hiragana and katakana, and appears to be correct Japanese and thus unlikely to be Chinese written using Japanese characters:

• Donkey DS
• Taisen de atsukunare
• Raibaru(rival)-tachi wo bucchigire

I put the jp file through Google Translate and it gave me something meaningful.("Donkey Kong Jungle Climber- Nonstop race Battle!- Who reminder!")
But here in the ch file (at least according to my weak Japanese knowledge) you have Donkey (why not donkey kong, like in the jp file?) taisen=war, atsukunare=become hot, and the third one is "Our rival has been buchigiri"?? Well, Google Translate & Co. hate all-hiragana text. For example, the さいそく/saisoku in the jp file's last line, which turns into "Who reminder!" in Google, is likely 最速 which means "fastest". And putting "最速は　だれだ！" through Google Translate gives "Who are the fastest!".

I'm guessing the ch text should read something like this with proper kanji and all:

対戦で　熱くなれ

ライバル達を打っ千切れ

...which results in "Donkey DS - Hot in the game - Tearing beat rivals" according to Google Translate. It doesn't seem to "know" 打っ千切れ/bucchigire tho, while JWPce's dictionary contains the similar 打っ千切り/bucchigiri (different tense or so?) which means "(exp) winning (a race) by a wide margin". --Xdaniel 13:09, 28 November 2012 (EST)

You may have a point, but I find it odd that Nintendo would put another Japanese version with a different title altogether under a file labeled ch, while they have a perfectly good and correct one under jp. We definitely need someone much more fluent in Japanese (or maybe a fluent Chinese speaker knowledgeable in substitution cryptography :D). As for me, I should instead look into the ch files under the Wi-Fi configuration menu to see how the text is formatted to verify myself. I can't recall properly, but I remember the DS displaying messages for its games in a certain scenario. I think it was Download Play.
